Dedicated to the promotion, enhancement, and development of economic growth in the Cuero community. We work to provide economic services to those starting, relocating, or expanding.

About The CDC

In 1999, Cuero voters approved a dedicated sales tax to fund the Cuero Development Corporation (CDC), a Type B municipal corporation. The CDC works to provide economic services to those starting, relocating, or expanding in Cuero, Texas.

Tyler McClellan

President

Term: Feb 2019 – Feb 2027

Tyler is a 2004 Cuero High School graduate and a 2007 University of Texas-Austin graduate. He is a financial advisor with Edward Jones in Downtown Cuero. He is married to Melissa, a school teacher, and has two children, Addison and Austin.

Lynn Falcone

Vice President

Term: Feb 2022 – Feb 2028

Lynn moved to Cuero in 2014 to take on the role of CEO of Cuero Regional Hospital. Lynn has over 30 years of experience in healthcare administration. Lynn also serves on the TCHMB board and the AHA Rural Health Services Committee.

Ben Zimmerman

Board Member

Term: Mar 2022 – Feb 2028

Ben Zimmerman is an attorney at Zimmerman Law Firm. He was raised in Cuero and graduated from Cuero High School in 2006. Ben holds a Bachelor of Arts in Political Science from Texas A&M University and a Doctor of Jurisprudence.

Constance Goolsby

Secretary / Treasurer

Term: July 2021 – July 2027

After retiring from Pioneer Natural Resources in 2019, Constance decided to move back home to Cuero. Now, she is the Human Resource Manager for Studio Built by Amherst and serves on the Golden Crescent Workforce Solutions board.

Brad Kocurek

Board Member

Term: Oct 2023 – Feb 2026

Brad Kocurek is an Architect & Associate at K&W Architects. Brad holds a Bachelor of Environmental Design and a Master of Architecture both from Texas A&M University. He is married to Emily and has two sons.

Emil Garza

Mayor

Term: Ends completion of current term

Emil is a retired United States Air Force command chief master sergeant and a retired TDCJ Assistant Warden. Emil has served on the DeWitt County Drainage District Board and was sworn in as Cuero's Mayor in May 2024.

Wayne Berger

City Manager

Term: Jan 2025 – Jan 2027

Serving as City Manager, Wayne Berger acts as a crucial liaison between city operations and the Cuero Development Corporation's economic initiatives.

Mission Statement

The mission of the Cuero Development Corporation is to promote, develop and enhance economic and community development.

Vision Statement

The Cuero Development Corporation strives to facilitate economic growth opportunities and retention of local businesses while preserving Cuero's historic roots and community identity.
